The legal basis for the Basic plan is stipulated in Article 6 (Establishment of Basic Plan) of the「Disabled
Artists Support Act」, according to which the Minister of Culture, Sports and Tourism must establish and
implement a basic plan to support the cultural and artistic activities of disabled artists every five years.

As this law came into effect on December 10, 2020, the ‘1st Basic Plan for Supporting Cultural and Artistic
Activities of Disabled Artists’ was established through preliminary research and public consultation, covering
the policy for supporting disabled artists for five years from 2022 to 2026.
More specifically, this basic plan is composed of 5 strategies, 10 policy tasks, and 68 detailed tasks.
